The first quarter of the Toastmasters year involves several mandatory items of business to be completed by the Districts. Along with dues deadlines, there are deadlines for turning in our District Budget and District Success Plan. In order to get that business taken care of, we must hold a District Executive Committee Meeting (DECM) followed by a District Council Meeting (DCM).

The District Executive Committee (DEC) is comprised of all of the Area and Division Directors, as well as the District Director, Program Quality Director, and Club Growth Director. The Public Relations Manager, Administrative Manager, Finance Manager, and Immediate Past District Director are also part of the DEC. This body is required to meet four times in the club year. On Monday, September 13, 2021 we held our second DECM of the year. The current leadership trio presented our draft District Budget, District Success Plan, and the Year End Audit report to be reviewed and discussed. Once that is done, those drafts are moved forward to the DCM to be adopted in their final form.

The District Council includes all those who are members of the DEC plus club presidents and VPEs from clubs in good standing. This mandated meeting is held twice per year, once in the fall and again during the spring usually at the District conference. Our first DCM of the year took place on Saturday, September 18, 2021. At that meeting, we ratified the District Budget, District Success Plan, and Year End Audit report. This body also approved all of the leaders who have been appointed since last spring’s DCM. Each District leadership member and Division Director presented a status report to the group.
